Tose

Founded in Kyoto in November 1979 by Shigeru Saito, it makes games for other publishers and is virtually never credited in them — a “ghost developer”, by Wikipedia the largest non-publishing game developer in the world. Its NES and Famicom work for Bandai, Jaleco, Namco and Nintendo includes Chubby Cherub, the US version of Obake no Q-Tarou: Wanwan Panic. It is still active and publicly traded.
